"windows logon ui" window

Hi there!
Can anyone tell me how to get rid of that pesky Windows Logon UI? I am using Windows XP Professional and I am not hooked up to any network. Whatever I do, (Please tell Microsoft about this problem..., send error report.....etc.,) that pesky window reappears, especially when I try to shutdown my PC, until it eventually disappears from my screen after about 15 minutes after shutdown.
